007-like squirrel jumps from third-floor window, lands safely

You can't stop this squirrel; you can only hope to contain it. And even that's pretty difficult.

In a video that's sweeping the Web for obvious reasons, a squirrel runs around a third-floor apartment, climbing walls, and generally looking as if it has had too much Red Bull. Then, without warning, it takes a flying leap out the window a la James Bond.

Normally when a small rodent lands on asphalt from a height of 30 or 40 feet, bad things happen. This time, though, the squirrel lands and scampers off to die another day.

We first spotted the video on Reddit. The person who shot the video wrote, "It came through the living room window and got stuck in the kitchen. I opened the kitchen window while I was filming (footage available) and hoped it would climb down from there, I never would've thought it would jump in that manner from that height."

Squirrels and kids?don't try this at home.

Rushdie on the conflict between expression and blasphemy

In the last week, violent protests spread across Libya, Egypt, Tunisia and countries across the Middle East and Asia, targeting U.S. diplomatic missions. ?The provocation: a 14-minute trailer posted on YouTube for "Innocence of Muslims," a low-budget film depicting the Prophet Muhammad as a degenerate, a womanizer and a pedophile.

It all raises very uncomfortable questions about the fine line between defending the freedom of creative expression and inciting religious hatred.

While the violence, the injuries and even the deaths were inexcusable, these tensions come at a time when the Muslim world feels itself under cultural siege by the United States and the West.

In 2005, a Danish newspaper printed cartoons depicting the Prophet Muhammad that many Muslims called insulting. Dozens of people were killed in violent protests and Danish missions were targeted in the Middle East.

The Dutch filmmaker Theo van Gogh was assassinated in 2004 after his film "Submission" took a critical look at the treatment of Muslim women. More than 170 attacks on churches and mosques followed his killing.

More recently, a fringe Florida pastor, Terry Jones, organized "Burn a Quran Day." Last year, the online video of that ceremony triggered protests across Afghanistan, including one attack that killed seven foreigners at a United Nations compound.

This past February, U.S. soldiers burned more than 300 copies of the Quran and other religious materials at a prison in Afghanistan. The United States said it was not intentional, but dozens of protests and attacks ensued which left six Americans and more than 30 Afghans dead.

While Muslims have reacted very strongly to what they say is blasphemy against their prophet and their religion, there's no doubt that extremist provocateurs in the West such as Nakoula Basseley Nakoula, who posted the YouTube movie trailer, simply play into the hands of extremist provocateurs in the Muslim world as well.

This week Christiane Amanpour discusses the conflict between creative expression and blasphemy with author Salman Rushdie. In 1989, his book "The Satanic Verses" sparked a fatwa, a religious edict against him by Iran's spiritual leader, the Ayatollah Khomeini. Khomeini said the novel had blasphemed Islam. Now, 23 years later, Rushdie has written a memoir, "Joseph Anton," about his nine years in hiding.

Afghan militants say deadly blast was revenge for film

KABUL (Reuters) - Afghan militants claimed responsibility on Tuesday for a suicide bomb attack on a minivan carrying foreign workers that killed 12 people saying it was retaliation for a film mocking the Prophet Mohammad.

A short film made with private funds in the United States and posted on the Internet has ignited days of demonstrations in the Arab world, Africa, Asia and in some Western countries.

In a torrent of violence blamed on the film last week, the U.S. ambassador to Libya and three other Americans were killed in an attack in Benghazi and U.S. and other foreign embassies were stormed in cities in Asia, Africa and the Middle East by furious Muslims. At least nine other people were killed.

On Tuesday, a suicide bomber blew up a minivan near the airport in the Afghan capital and a spokesman for the Hezb-e-Islami insurgent group claimed responsibility.

"A woman wearing a suicide vest blew herself up in response to the anti-Islam video," said militant spokesman Zubair Sediqqi. Police said the woman may have been driving a Toyota Corolla car rigged with explosives, which she triggered.

But the claim will raise fears that anger over the film will feed into deteriorating security as the United States and other Western countries try to protect their forces from a rash of so-called insider attacks by Afghan colleagues.

Thousands of protesters clashed with police in Kabul the previous day, burning cars and hurling rocks at security forces in the worst outbreak of violence since February rioting over the inadvertent burning of Korans by U.S. soldiers.

The protesters in Kabul and several other Asian cities have vented their fury over the film at the United States, blaming it for what they see as an attack on Islam.

The outcry saddles U.S. President Barack Obama with an unexpected foreign policy headache as he campaigns for re-election in November, even though his administration has condemned the film as reprehensible and disgusting.

In response to the violence in Benghazi and elsewhere last week, the United States has sent ships, extra troops and special forces to protect U.S. interests and citizens in the Middle East, while a number of its embassies have evacuated staff and are on high alert for trouble.

Despite Obama's efforts early in his tenure to improve relations with the Arab and Muslim world, the violence adds to a host of problems including the continued U.S. military involvement in Afghanistan, Iran's nuclear program, the Syrian civil war and the fall-out from the Arab Spring revolts.

PROTESTS, BANS

The renewed protests on Monday dashed any hopes that the furor over the film might fade despite an appeal over the weekend from the senior cleric in Saudi Arabia, home to Islam's holiest shrines, for calm.

Afghan police said among the 12 dead in the Kabul bomb attack were eight Russians and South Africans, mostly working for a foreign air charter company named ACS Ltd.

It followed a bloody weekend during which six members of Afghanistan's NATO-led alliance, including four Americans, were killed in suspected insider attacks carried out by Afghans turning on their allies.

Protesters also took to the streets in Pakistan and Indonesia on Monday and thousands also marched in Beirut, where a Hezbollah leader accused U.S. spy agencies of being behind events that have unleashed a wave of anti-Western sentiment in the Muslim and Arab world.

Authorities in Bangladesh have blocked the YouTube website indefinitely to stop people seeing the video. Pakistan and Afghanistan have also blocked the site.

Iran has condemned the film as offensive and vowed to pursue those responsible for making it. Iranian officials have demanded the United States apologize to Muslims, saying the film is only the latest in a series of Western insults aimed at Islam's holy figures.

The identity of those directly responsible for the film remains unclear. Clips posted online since July have been attributed to a man named Sam Bacile, which two people connected with the film have said was probably an alias.

Nakoula Basseley Nakoula, 55, a Coptic Christian widely linked to the film in media reports, was questioned in California on Saturday by U.S. authorities investigating possible violations of his probation for a bank fraud conviction.

Pentax's Q10 mirrorless shows its tiny sensor to the world, we give it the hands-on treatment (video)

It's tough to express just how much Pentax's new Q10 mirrorless looks like a toy camera until you see it in-person, so unless you're in Cologne this week, you're going to have to take our word for it. It's probably mostly its tiny size -- and the fire engine red probably doesn't help its case much in that respect, either. Still, in spite of its diminutive stature and weight, it does feel like a solid camera. All of these body image issues are thanks to its tiny 12.4 effective megapixel CMOS image sensor. Like its brethren, the Q, this interchangeable lens camera's got a retractable flash, which works whether it's extended or not.

On the front, next to the lens, you'll find a knob which lefts you dial through four different effects. The Q10 also does full HD recording, five-fps shooting and, like the K-5 II, boasts improved autofocus over its predecessor. On the back, is a surprisingly large three-inch LCD. When it launches here in Europe next month, it'll run you 499 for a single lens kit and around 300 for the body alone -- compare that to $600 for the kit here in the States.

Farmers Aren't Evil. Now Can We Have a Civil Conversation ...

Dairy Cows and Milking

(CNN) ? A few weeks ago, I received a Facebook message out of the blue asking to stop my support of animal abuse. The person behind the message said I may not realize it, but she believes what I do for a living is inherently cruel.

She described things she feels are wrong with animal agriculture ? how baby calves are used for veal production, how cows are sucked dry of their milk until they can no longer function, and how pigs and chickens are crammed into crates to the point where they cannot move. She believes that livestock farming needs to end in favor of plant-based diets to feed the world?s population.

When I asked where she had witnessed these cruelties or learned of this information, I received a number of links to articles and videos from groups like PETA, Mercy for Animals, Farm Sanctuary, and the Humane Society of the United States (HSUS); groups that have a focused agenda to stop animal agriculture with little to no consideration for the farmer.

This is not the animal agriculture I work in. The stories she had were moving and certainly lead people to take action, but they do not represent the agriculture community.

There is nothing more frustrating than being approached by someone who believes I am an evil person for what I do, without ever having a chance to voice an opinion about my experience. This happens time and again in conversations about food and agriculture topics and we are just digging ourselves a deeper hole, but we can find a better avenue to communication.

The discussion continued, and I asked, again, where she had witnessed these cruel circumstances. She pasted several statements filled with statistics and graphic descriptions of the animal housing conditions and treatment standards. A quick Google search found these statements easily copied from the above mentioned group websites.

I shared links to a few blog posts and videos I have created in the past to describe animal care on my family?s farm, guidelines farmers follow for better animal care, and a series of posts to detail work in CAFOs (confined animal feeding operations), or what some call ?factory farms?. I view these as a snapshot of how I perceive modern cattle farming.

No matter the effort or the questions I asked, I continued to receive prepared statements and figures from these organizations. I felt like it was one large brick wall.

Then I had to step back and ask myself, is this how messages are received from farmers and ranchers as we try to use science when discussing modern food and farming? The clash of emotion and science and neither is making headway.

As a whole, our communities of farmers and customers need to approach these conversations and be more respectful of others? opinions. Food will always be a difficult subject to discuss. Everyone has different expectations for their food; how it tastes, how it should be grown, and how much it should cost. We definitely have skewed perceptions of how our wants and needs should be accepted by the other side of the table, even though we share a common ground ? eating food.

When we approach these conversations, I want to encourage us all to take a few steps for better communication and dialogues.

First, we have two ears and one mouth. We all need to listen first before we speak. Everyone possesses their own opinions and when we can hear the other viewpoints, we can better respond to the issues at hand.

Second, leave your first impressions at the door. Assumptions need to be laid aside. Ask questions. What is the other person really asking? The better you understand and are willing to listen to what the other side of issue has to say, the better you will understand your own beliefs.

Finally, understand the world is not out to burn you. Haters will abound, latch on to the most emotional, exciting aspect and blow it out of proportion. These folks will often stand on the most prominent soapbox, seeking the most attention. This by no means qualifies them as right or their stance any more substantial. Many more people mean well and stay much less vocal.

Conversations require cooperation from both sides to be productive. I am no communications professional, but I do know that both sides need to evaluate their approach and listen more.

So here is my challenge, what questions do you have about modern farming? And are you willing to consider asking them in a way that makes it easier to engage a conversation rather than an accusation?

Instead of ?Why do you poison our food supply with chemicals and GMOs?? maybe someone not on the farm could ask a farmer, ?How does your use of chemicals and technology affect the safety of food and our environment?? I know it takes a mind shift and I am trying to make one on my end too, but if both sides shift toward openness rather than assumption.

So think about it: if you could ask a farmer of any crop, almonds to zucchinis, where would you start? I?ll do my best to find farmers to help with the answers in a similar spirit.

Michael Kors' Utopian Glory

The most accomplished show in the current New York fashion week has to be Michael Kors, whose exuberant Sixties slick chic collection won the most thunderous applause for any show this season.

Before a packed audience in Lincoln Center on Wednesday, Sept. 12, the catwalk rocked from the opening passage - a couple in dramatic horizontal stripe jerseys; their midriffs dissected by bold belts, their faces emboldened by massive aviator glasses.

Kors kept the mood graphic throughout, particularly with some fantastic Der Stijl like dresses with dramatic rectangular color blocks. With all the insouciance of the Sixties, Kors cut cocktails trim and finished with high court judge collar, and completed sleek women's coats with curvy lapels and beautiful Verner Panton era ergonomic belt buckles.

"Isn't that what every woman really wants, a front row coat?" laughed the designer backstage, where a small mob of fans waited to shower him in compliments. Kors was in an understandably ebullient mood: his stock market flotation has probably been the most successful ever in fashion; his shows have never been more assured.

For guys - since Kors always shows men and women on his catwalks - he suggested nautical dandy yachting jackets and two-tone stiff cotton coats.

After a dynamic score of opening looks, a couple of cloud formation print designs didn't quite work, but they were a rare squiggle in an otherwise flawless collection, which also included superb micro check suits, beach windbreaker stripe jackets and many sure-fired winner metallic leather handbags.

When asked amid the throng of fans by one enthusiast backstage how he felt about being "the four billion dollar man," Kors chuckled: "All I think about is work, work, work and work!"

Correction: Israel-Brain Research Fund story

(AP) ? In a Sept. 12 story about an Israeli research fund, The Associated Press reported erroneously that President Shimon Peres had launched a $1 million grant for brain research. The program is actually a prize that is being awarded by Israel Brain Technologies, a private nonprofit group.

A corrected version of the story is below:

An Israeli nonprofit group announced on Wednesday a $1 million prize program to encourage innovation in brain-research technology.

Israel Brain Technologies says it hopes the initiative will help turn Israel into an international hub for innovation in the field.

"It's an invitation to the world to eradicate brain disease," said the group's executive director, Miri Polachek.

The prize, funded by private donors in Israel and abroad, is open to researchers from around the world. The money will be awarded next year to a single individual or team, said Dr. Rafi Gidron, the group's founder and chairman.

Organizers said the prize was inspired by the vision of President Shimon Peres, who wants Israel to be a global leader in brain research.

"There is no doubt that brain research in the next decade will revolutionize our lives and impact such major domains as medicine, education, computing, and the human mind, to name but some. Moreover, it will not only relieve the suffering of patients of such debilitating diseases as Parkinson's and Alzheimer's, but it will also engender large economic rewards as well," Peres said at a technology conference where the prize was unveiled.

(AP) ? Republican Mitt Romney and President Barack Obama are trading tough words over the handling of foreign attacks on U.S. diplomatic missions in the Middle East, injecting foreign policy into a presidential campaign that has focused on a sour economy.

Romney accused the Obama administration of showing weakness in the attack that killed the U.S. ambassador to Libya, Chris Stevens, and three American members of his staff. Romney blasted the initial statement from the U.S. Embassy in Cairo as disgraceful and "akin to apology," adding later, "It's never too early for the United States government to condemn attacks on Americans and to defend our values."

However, the embassy statement came before the protesters had breached the embassy's walls and was not an apology but an affirmation of the American policy of religious tolerance and respect. A statement by Secretary of State Hillary Rodham Clinton minutes before Romney's was released condemned the attack in Libya and said there was no justification for such violent acts.

Obama made a somber statement in the Rose Garden condemning the attacks and announcing plans to deploy additional Marines at diplomatic posts overseas. In an interview with CBS News' "60 Minutes" later in the day, Obama said the episode showed Romney's penchant for having "a tendency to shoot first and aim later."

"It appears that Gov. Romney didn't have his facts right," Obama said. That night, during a rally in Las Vegas, the president said he had a message for the rest of the world: "No act of terror will dim the light of the values that we proudly shine on the rest of the world, and no act of violence will shake the resolve of the United States of America."

The four diplomats were killed Tuesday as protesters overran and burned the U.S. Consulate in Benghazi, Libya. In a separate incident, the American Embassy in Cairo was breached by protesters, and the nation's flag was ripped down, although no deaths were reported.

U.S. officials are investigating whether the attack in Libya was a terrorist strike planned to mark the 11th anniversary of the attacks of Sept. 11, 2001. Initial reports were that both the Libya and Egypt events had been motivated by anger over an anti-Muslim film made in the United States.

Obama made separate calls Tuesday evening to the presidents of Libya and Egypt, urging them to work with the U.S. to ensure the safety of diplomatic personnel. Obama and Libyan President Mohamed Magariaf vowed to work together to identify the Benghazi attackers and "bring them to justice," the White House said in a press release.

Obama told Egyptian President Mohamed Morsi "he rejects efforts to denigrate Islam, but underscored that there is never any justification for violence against innocents and acts that endanger American personnel and facilities," the White House said.

The Obama and Romney exchange came with less than eight weeks remaining in the tight presidential race, a campaign that has remained close for months and is being fiercely waged in fewer than 10 battleground states.

Economic concerns could play a more prominent role Thursday, when Romney appears at a rally in the Virginia suburbs outside Washington, D.C., and Obama holds an event in Colorado's Denver suburbs. Obama carried both states in 2008, but they remain up for grabs and heavily contested by both campaigns.

The Federal Reserve was expected to announce Thursday whether it plans to take new steps to jumpstart the U.S. economy. Many anticipate that the Fed will release a third round of bond purchases aimed at easing long-term interest rates and spurring borrowing and spending.

The economy has been the top issue throughout the race, with recent surveys showing Romney with a narrow advantage over the president when it comes to plans for reducing the nation's unemployment rate of 8.1 percent. On foreign policy, Obama has held an edge on which candidate is better suited to handle international affairs.

Romney, on Wednesday, defended his decision to issue his criticism Tuesday night, at a time it was not yet known that Stevens had been killed. Asked if he would have done so had he known about the deaths, he said, "I'm not going to take hypotheticals about what would have been known and so forth."

Some Republicans with experience in national security matters questioned the GOP candidate's handling of the events and top Republican leaders in Congress did not echo Romney's remarks. Senate Republican leader Mitch McConnell of Kentucky said Obama "correctly tightened the security overseas." Asked about Romney's remarks, he declined to answer and walked toward his office in the Capitol.

Romney's account didn't mesh completely with events in Cairo.

The statement that he referred to as akin to apology was issued by the embassy in Cairo at midday Tuesday at a time the staff was aware of still-peaceful demonstrations in the area nearby. The mob breached the compound's walls and tried to burn a U.S. flag about four or five hours later.

The embassy statement condemned "the continuing efforts by misguided individuals to hurt the religious feelings of Muslims ? as we condemn efforts to offend believers of all religions," and noted that religious freedom is a cornerstone of American democracy.

Romney added that the White House later "distanced itself" from the statement, saying it hadn't been cleared by senior officials in Washington. "That reflects the mixed signals they're sending to the world," he said.

Obama said in the "60 Minutes" interview that the embassy was trying to "cool the situation down" and it was released "from folks on the ground who are potentially in danger."

"My tendency is to cut folks a little bit of slack when they're in that circumstance, rather than try to question their judgment from the comfort of a campaign office," Obama said.

He added that as president, "it's important for you to make sure that the statements you make are backed up by the facts, and that you've thought through the ramifications before you make them."

roberto - Baby Boomers Consider Next Housing Move | GSI

Originally Posted on?http://www.marketwatch.com: ?September 10, 2012

By Amy Hoak, MarketWatch

CHICAGO (MarketWatch)? Many older baby boomers have been putting off moving for years now, due to weak housing markets, price declines and losses in their retirement accounts.

But as markets are beginning to recover, some may be unearthing their buried plans to downsize, move closer to their children or relocate to a warmer climate. Whether they ultimately make a move has a lot to do with their finances and where they live.

?I think people are sick of waiting,? said Jennifer Darby Metzger with ERA Justin Realty, in New Jersey. Even if conditions aren?t perfect yet, there will be some boomers who don?t want to wait forever and take the encouraging market signs as a cue to get moving.

?The recession is letting up and the housing inventory is going down,? said Rolf Pendall, director of the Metropolitan Housing & Communities Policy Center at The Urban Institute. Boomers are ?selling into a market that doesn?t look so terrible compared with a year ago.?

But there are at least a couple of potential roadblocks to push boomers? daydreams of moving even farther into the future.

?

Financial and confidence crisis

The financial crisis not only was a financial setback for some baby boomers, it also did a number on their confidence.

?Clearly, I think there are some baby boomers who are in the upper age range?who somehow have come through the financial crisis unscathed,? said Kelly Sweeney, chief executive of Coldwell Banker Weir Manuel in Detroit. ?People in those cases are taking advantage of the market and are right-sizing, making a move from the family home to a condo? or smaller single-family home, he said.

Fewer people in the area, however, are living the lifestyle that the affluent there have been following for decades: Selling the house in Detroit for one home in a Northern Michigan community such as Traverse City or Charlevoix and another home in Florida for the winter, he said.

?Lots of baby boomers are not in the position they thought they would be in 10 years ago,? he said. For some, 401(k) savings have eroded, while others have lost jobs and have been unable to find employment to replace their incomes at the same level. They might be upside down on their mortgages, or have lost so much equity they?re afraid to buy again.

?Their confidence is lost. Their accounts had been so much more robust,? Metzger said. Some of those concerned their savings won?t last them as long as they live are moving into larger homes with their kids, she added. ?They?re realizing: I don?t know if I can carry a house by myself.?

?

Future of local housing markets

Even if baby boomers do have the confidence to sell their home and buy another, the health of the market they?re in will partially determine whether they can pull it off. And the share of young people in the area, as well as strength of the local economy, will set the stage both now and in the years ahead, Pendall said.

Generally, where manufacturing has traditionally been a big part of the economy, including parts of Michigan and Ohio, more young people have been leaving the areas than moving in, he said. Fewer young people forming households in those places means reduced demand for housing. And boomers need someone to buy their homes for them to move.

Elsewhere in the country, in areas where the economy is more diverse, the demographic shifts may begin to help those in the market to sell.

For example, ?the California, Arizona, Nevada and Florida housing markets are coming back because they have so many young people in those states,? Pendall said. ?Investors are buying there because they know that [people] will need houses.?

?

No desire to move

Of course, while some boomers have designs on downsizing or moving to a warmer climate, many stay in the homes they?re in?by choice.

?Most people want to stay in their current home, and that?s what they do,? said Nancy Thompson, spokesperson for AARP. ?That has been the pattern for decades, and it looks like for the most part, boomers will do the same thing.?

Before committing to staying in any home for your golden years, it?s a good idea to ask yourself a few questions first to determine whether it?s the best choice, Thompson said.

?Is your house going to work for you, or is your house going to disable you if you have some kind of chronic condition, and are you going to be able to get where you need to go if you don?t drive?? she said. ?People outlive their driving years. We know that when you hang up your keys you are at risk of isolation.?

Those thinking about downsizing may consider transit-oriented developments, where public transportation is in proximity to homes, she said. If you?re staying put, know how you?re going to get around to the grocery store or doctor, whether it involves public transportation or assistance from family and friends.

Take on in advance any renovations that need to be made so that the home is comfortable for you as you age, including the addition of nonslip floors, lever handles, adequate lighting and an accessible bathroom on the main floor, should you need it, she said.?

Gamestop And The Wikipad - Video Game Blog, Video Game Reviews

Though it was announced over year ago at CES, few are still aware of the soon-to-be-released gaming tablet device known as ?The Wikipad?. Independently developed by Wikipad Inc., the device doesn?t appear to be much more than regular tablet computer (and not much of good one either), however it has attracted attention lately due to a mysterious controller-attachment that sports a full suit of sensors, dual analogue sticks, a directional pad, standard 4-button input pad, and 4 shoulder buttons (two on the left and two on the right). However what is most intriguing about the Wikipad is its partnership with game-streaming service Gaikai. For those of you unfamiliar with Gaikai, just imagine if your friend had a high-powered computer and he could load a game on it, but you control it from your computer and the game itself is streamed to your monitor. This would essentially allow the Wikipad to play the most graphic and processor intensive games on the market, despite being a tablet with 1 Gigabyte of internal memory.

So what is this noise about Gamestop, then? It would seem that Wikipad Inc. plans to sell their product exclusively to Gamestop. By clicking the pre-order link on Wikipad.com, you?re taken to Gamestop?s online store, and greeted with a frightening price tag of $500. This presents two rather large problems for the Wikipad, right from the get-go.

For one, consider the fact that Gamestop makes most of its profit in selling used games, meaning its core customer group doesn?t like to spend large amounts of money on new products, they shop at Gamestop for cheap, used devices, not some new tablet-gaming-whatever for $500, and we don?t even know if that?s where it ends- Gaikai may very well charge separate rates for its streaming services (which it probably will), piling on greater and greater expenses. Those looking to buy it as a tablet computing device would most likely go with something like Google?s Nexus 7 which doesn?t even cost half as much as the Wikipad.

For two, consider the competition. For instance, why buy a Wikipad when you can buy a new Playstation Vita with a 3G access bundle and?8new games (considering the average price is about $27), or even a brand new Nintendo 3DS with 9 games? The fact that it is a tablet computer doesn?t matter much in the grand scheme of things, considering you can either of the previous systems along with an actually decent tablet computer and still have at least $100 left. Having a tablet and a gaming device in one shell also matters very little because any portability of the actual computer is lost to the bulk of the attachable controller shell for gaming.

With $500, you could buy a new Playstation Vita, with HD Remakes of Metal Gear Solid 2 & 3, Gravity Rush, Resistance: Burning Skies, Uncharted: Golden Abyss, Little Big Planet, Lollipop Chainsaw, and Assassins Creed 3. But if you would really rather spend all of that on a Wikipad, it hits shelves in Gamestops on October 31st of this year.

Putting the personal into public services | Progress | News and ...

London 2012

Three things have happened to me over the summer break which have led me to think about the power of people and relationships in the public sphere. Blimey that sounds pompous ? let me tell the stories and then we?ll see if there is any political learning from these experiences.

First, my son got a summer job as a park-keeper. The council decided to employ a ?uniformed presence? during the school summer holidays for evenings in the park. He had to pick up litter, but most of his time was spent talking to the young people, the families and the dog-walkers and just being there. Episodes of antisocial behaviour and vandalism were much lower than last year when there was no park keeper and many people have commented that they were ?glad someone was there?.

Second, my dad had emergency appendix surgery during our family holiday in Portugal. During his stay, the nurses spent time talking to him despite the language barrier, recognised when he was feeling particularly worried and went off to find a doctor on a Sunday evening who also spent time talking and listening and finally clapped and waved when he was discharged. They made a frightening and stressful time (almost) enjoyable.
Third, many have noted that in a fantastic Olympic summer the volunteers were the surprise stars. The number, the enthusiasm and the variety made me smile on each occasion that I came into contact with them. I don?t know how they were trained, but it felt to me as if they had been given considerable freedom and licence to relate to people in the way that they felt most comfortable with. There wasn?t any of the ?have a nice day? false corporate approach which always leaves me feeling like a product rather than a person when I?m on the receiving end.

Contrast these experiences with the feeling of a train station with no staff to help you get a ticket; the public building where you have to pick up a number to determine when you?re able to talk to a human being; the police force which doesn?t bother to send anyone round to talk to you when you?ve been the victim of a crime.

I think there are broader lessons from these experiences.

Reducing the number of people working in public services can be a false economy. However, in arguing for public sector workers we need to emphasise the quality of what they do and not just the quantity of them.

We brought about enormous improvements in public services throughout our time in government, but as others have noted, that could feel very top-down and ?performance management? to the people actually delivering the services and face-to-face with the public. Unless those at the frontline feel responsibility and commitment to their work, all the performance targets in the world won?t do the job.

A centralised system cannot determine who needs to work where and how they should operate. It was a very local decision to put a park-keeper back in our park. People who work with the public need to be freer to determine how they carry out the tasks they?ve been given. The focus needs to be on results, not on process. And the value of this type of initiative needs to be recognised. There is nothing soft about the skill of relating in a human way to the people you work with or for.

The personal is political. And how we value and promote the power of personal relationships in public services is worthy of further political and policy consideration. Now could be a good time to do it.

Oil holds near $115 ahead of Fed meeting

LONDON (Reuters) - Oil steadied around $115 a barrel on Tuesday as investors weighed further stimulus action by the U.S. Federal Reserve against plentiful supplies of oil.

Some analysts believe the central bank will launch a third round of bond-buying due to recent weak U.S. economic data. Additional stimulus would be likely to weaken the dollar and boost the price of dollar-denominated commodities like oil.

But abundant supplies of oil are likely to keep a lid on prices. The Organization of the Petroleum Exporting Countries said its output had risen by 254,000 barrels per day last month, despite the July 1 start of a European Union ban on Iran's oil exports.

And Saudi Oil Minister Ali al-Naimi said on Monday the Kingdom was concerned about climbing oil prices, with Brent rising by more than 25 percent since late June.

"The high oil price is thus coming under fire both from the U.S., the largest consumer of oil, and from Saudi Arabia, the biggest exporter, which is likely to preclude any increase in prices," said a Commerzbank in a research note.

"That said, speculation about the announcement of renewed bond purchases at this week's meeting of the Fed should also ensure that prices do not fall."

Brent crude was trading 13 cents lower at $114.68 a barrel by 0830 EDT, after settling up 56 cents on Monday. U.S. crude was up 11 cents at $96.65.

French bank Societe Generale said in a note it expected base and precious metals prices to outperform oil and grain prices over the rest of the year, with scope for Brent to back down towards $100 over the coming months.

Maintenance in the North Sea, where Brent crude is produced, has cut output this month and lent support to oil prices in the near term, along with the disruptions to U.S. Gulf of Mexico production after Hurricane Isaac.

U.S. crude oil and fuel inventories likely dropped last week, according to a Reuters survey of analysts on Monday, with imports and production having only just begun to recover after the interruption from Isaac.

Market participants were also waiting for weekly petroleum data issued by the American Petroleum Institute at 4:30 p.m. EDT.

The Pac-12 had one of its best weekends in years, led by a Los Angeles-based duo that put themselves in the national lead in rushing yards and passing touchdowns.

UCLA senior Johnathan Franklin ran for 217 yards on 26 carries as the upstart Bruins stunned Nebraska 36-30 at the Rose Bowl. Franklin now has 431 yards rushing while averaging a gaudy 10.5 yards per carry through two games.

Southern California's Matt Barkley continued his push for the Heisman Trophy some 3,000 miles away. Barkley threw six TDs passes in stormy New Jersey as the Trojans held off Syracuse 42-29.

Barkley has 10 touchdown passes, three more than Akron's Dalton Williams and four more than anyone else.

SEMINOLE SMACKDOWN: No. 5 Florida State demolished hapless FCS school Savannah State 55-0 in a game called with 8:59 left in the third quarter because of bad weather. The Seminoles now lead the nation in scoring defense among teams that have played more than one game with just 1.5 points allowed per contest.

Savannah State probably wouldn't have scored even if the weather had cleared up. The Tigers mustered just 28 yards of offense and three first downs.

TCU is the only team in the country with a clean sheet, having blanked Grambling State 56-0 in Saturday's opener.

___

BUSY BROWNING: Louisiana-Monroe quarterback Kolton Browning held the ball in his hands for a staggering 83 plays. He ran 16 times for 69 yards but, more importantly, threw for 412 yards and three TDs as the Warhawks stunned Arkansas 34-31 in overtime to knock the Razorbacks out of the AP Top 25.

Browning completed 42 of 67 passes and threw just one interception.

___

CATCH-22: Wake Forest's Michael Campanaro caught 13 passes for 164 yards to help the Demon Deacons beat North Carolina 28-27 in a thriller in Winston-Salem. Campanaro now has a national-best 22 receptions, but just one TD catch. He had 73 grabs a year ago, but only two of them were for touchdowns.

USC's receiving duo of Robert Woods and Marqise Lee have eight TD catches in 37 combined receptions.

___

PERFECT KICKS: Louisiana-Lafayette kicker Brett Baer has hit all seven of his field goal tries in 2012, helping the Ragin' Cajuns get out to the only 2-0 start among Sun Belt teams. Iowa's Mike Meyer is second in the country with six field goals in seven tries, but the Hawkeyes have just one TD in two games after losing to Iowa State at home 9-6.
